He took refuge in a foreign embassy.
Often with от + genitive (from rain, danger) or в + prepositional (place of refuge).
2.
to cover oneself (with a blanket), to tuck oneself in
Она́ укры́лась тёплым одея́лом.
She covered herself with a warm blanket.
With the instrumental case of the covering.
