He always voices his opinion, even when nobody asks him.
Perfective: высказать. Often with мнение, мысль, сомнение.
2.
to speak in favour of, to advocate, to come out for
Большинство́ выска́зывалось за но́вый прое́кт.
The majority spoke in favour of the new project.
Only in the reflexive form высказываться за что-л.

Examples
