Мне не хвата́ет вре́мени.
I don't have enough time.
Impersonal: the thing lacking stands in the genitive, the person in the dative - мне не хватает денег.
2.
be missed, miss
Мне тебя́ о́чень не хвата́ет.
I miss you a lot.
Of somebody one misses; the person missing them stands in the dative: мне тебя не хватает 'I miss you'.

Я не зна́ю, кого мне будет не хвата́ть больше - тебя или твоего́ бра́та.
I don't know who I'll miss more, you or your brother.
Всем нам будет тебя не хвата́ть, когда ты уе́дешь.
We shall all miss you when you go away.
Нам всем будет вас не хвата́ть, когда вы уе́дете.
We'll all miss you when you leave.
Мне будет не хвата́ть тебя, Том.
I'll miss you, Tom.
