It goes without saying that we will help.
Very often used parenthetically as "разумеется" = "of course", and in the set phrase "само собой разумеется" = "it goes without saying".

to be meant, to be understood (as)
Под э́тим разуме́ется совсе́м другое.
Something quite different is meant by this.
Usually impersonal, with "под чем-либо".
