The river fills with water after the rains.
Typically with an instrumental noun: наливаться водой.

to ripen, to become juicy, to fill out
Ви́шня налива́ется со́ком и ско́ро созре́ет.
The cherries are growing juicy and will soon be ripe.
Of fruit, berries and grain.

to swell, to swell up, to become engorged
Его́ гла́за налива́лись кро́вью от зло́сти.
His eyes were going bloodshot with rage.
Often of eyes filling with blood or limbs swelling: глаза наливаются кровью.
