to tighten, to draw together, to tie up
Она́ ту́го стяну́ла во́лосы рези́нкой.
She tied her hair back tightly with an elastic band.
Of straps, belts, knots or bandages: pull the parts closer together.
2.
to steal, to filch, to swipe
Кто́-то стяну́л деньги из ка́ссы.
Somebody filched money from the till.
Colloquial; usually of small things.

Examples

Я стяну́л у Тома каранда́ш.
I swiped Tom's pencil.
Тома пойма́ли за попы́ткой стяну́ть де́ньги из ка́ссы.
Tom was caught stealing money from the cash register.
Так как станови́лось всё жарче, Том стяну́л с себя ещё один слой оде́жды.
Since it was getting even hotter, Tom peeled off another layer of clothing.
Пе́рвым де́лом, он развяза́л шнурки́ и стяну́л с себя боти́нки.
