verbimperfective perfective is утверди́ть

1.
to claim, to assert, to maintain, to affirm
Он утвержда́ет, что был на рабо́те в э́то вре́мя.
He claims that he was at work at that time.
In this sense the verb has no perfective partner; use говорить/сказать or заявить for a completed act of stating.
2.
to approve, to ratify, to confirm, to endorseadministration
Сове́т директоро́в утвержда́ет бюдже́т ка́ждый год.
The board approves the budget every year.
Only in this sense is утвердить the perfective partner.
