Usually with на + prepositional or instrumental for what one chokes on.

The children were choking with laughter.
With от + genitive: от смеха, от кашля.

to choke down, to force down
Он дави́лся за́втраком, что́бы не опозда́ть.
He was choking down his breakfast so as not to be late.
With the instrumental of the food.

(rare) to hang oneself
Он с горя чуть не дави́лся.
In his grief he nearly hanged himself.
