1.
to attribute, to ascribe, to credit (to someone)
Ему́ припи́сывают сло́ва, кото́рых он не говори́л.
He is credited with words he never said.
With кому/чему for the person or thing credited.
2.
to add (in writing), to append, to write in addition
В конце́ письма́ она́ припи́сывала не́сколько строк.
At the end of the letter she would add a few lines.
3.
to assign, to attach (to a unit), to register (to a place)administration
Все суда́ припи́сывают к определённому по́рту.
All vessels are registered to a particular port.
Usually with к чему.
