В час пик в ваго́н набива́ется мно́го наро́ду.
At rush hour a lot of people cram into the carriage.
Usually of many people filling a small space; often with в + accusative.
2.
to impose oneself, to foist oneself on someone, to angle for
Он всё вре́мя набива́ется к нам в друзья́.
He keeps forcing his friendship on us.
Colloquial: набиваться в друзья 'force one's friendship on someone'; набиваться на комплименты 'fish for compliments'.
3.
to get packed into, to fill up, to become stuffed
Снег набива́ется в боти́нки.
Snow gets packed into my boots.
Of snow, dust, sand and the like working its way into something.
