Usually impersonal: из окна поддувает.

to blow (from below), to fan (a fire)

He fanned the fire so the logs would catch.

to blow gently, to blow slightly
С моря поддува́ет све́жий ветеро́к.
A fresh breeze is blowing gently from the sea.
4.
(rare) to inflate a little, to top up with air
Насо́с всё вре́мя поддува́ет матра́с.
The pump keeps topping the mattress up with air.
