I can't make out the faces in this photograph.
Perfective: stresses succeeding (or failing) in seeing something small or distant.
2.
to detect, to spot, to figure out
Учи́тель сра́зу разгляде́л в ма́льчике тала́нт.
The teacher spotted the boy's talent at once.
Figurative: of noticing something not obvious.
3.
to examine closely, to scrutinize, to look over
Она́ внима́тельно разгляде́ла ка́ждую фотогра́фию в альбо́ме.
She examined every photo in the album closely.
For the ongoing action of examining, Russian uses the imperfective разглядывать.
