to dispose of, to manage, to handle, to deal with
Я име́ю право распоряжа́ться свои́м свобо́дным вре́менем, как хочу́.
I have the right to use my free time as I like.
With the instrumental case: распоряжаться деньгами/временем.
2.
to give orders, to order about, to direct, to be in charge
Он лю́бит распоряжа́ться другими.
He likes to order other people about.
Often with a subordinate clause with чтобы, or absolutely.

Usage info

Мне безразлично, как вы распоряжа́етесь свои́ми деньга́ми.
I don't care what you do with your money.
Мы нашли документ, уполномочивавший директора распоряжаться счётом.
We found a document authorizing the director to manage the account.
Только ты мо́жешь распоряжа́ться деньга́ми.
Only you can carry the bag.
В э́той коло́нии он распоряжа́ется жи́знью и сме́ртью.
In this colony, he has power over life and death.
Я позво́лил Тому распоряжа́ться у меня дома.
I gave Tom the run of my house.
