to fill (with objects), to cover (with objects), to place (objects all over), to cram full
Она́ уста́вила стол таре́лками и бока́лами.
She covered the table with plates and glasses.
Typically with a place in the accusative and the objects in the instrumental: уставить стол посудой.

to fix (one's gaze), to stare, to direct (one's eyes)
Мона́хи сиде́ли молча, уста́вив взо́ры вниз.
The monks sat in silence with their eyes fixed downwards.
Used of eyes or gaze; the reflexive уставиться is far more common.
- 3.
(rare) to arrange, to set up, to adjust
Он аккура́тно уста́вил сту́лья в ряд.
He neatly arranged the chairs in a row.
Dated; modern Russian prefers расставить or настроить.
Examples
Мальчик уставил на меня удивлённые глаза.
The boy fixed his surprised eyes on me.
