Often with до конца.

At the border they inspect all the luggage.
Of officials examining luggage or vehicles.

to look after, to keep an eye on, to watch over
Ба́бушка досма́тривает за вну́ками.
Grandma keeps an eye on the grandchildren.
Colloquial; often with за + instrumental.
4.
(rare) to notice (while keeping watch), to catch, to spot
Учи́тельница не всё досма́тривает в тетра́дях.
The teacher does not catch everything in the exercise books.
Usually negated: fail to notice something one should have watched for.
