She is altering an old dress to fit her.
Often of clothes and other objects adapted to fit or suit better.

to convert, to turn into, to transform
Они́ переде́лывают подва́л в котельную.
They are converting the basement into a boiler room.
With в + accusative.
4.
to re-educate, to change (a person), to make over
Не пыта́йся его переде́лывать.
Don't try to change him.
5.
(rare) to get a lot done, to manage to do (many things)
За день я переде́лываю кучу дел.
In a day I get a huge number of things done.
Colloquial; mostly with objects like «много дел».
