With на + accusative for the person affected.

to turn up out of the blue, to show up unexpectedly, to drop in without warning

The guests turned up completely out of the blue.
Colloquial.

(rare) to gather in a pack, to crowd together

Dogs from the whole street gathered in the yard.
Colloquial and regional; said of dogs and other animals.
